Unless the parties have agreed on a different starting point, arbitral proceedings for a particular dispute begin on the date when the respondent receives a request asking for that dispute to be referred to arbitration. This means the official start of the arbitration is tied to the respondent actually receiving that request, not when the request is sent or when any other step is taken.

Unless otherwise agreed by the parties, the arbitral proceedings in respect of a particular dispute commence on the date on which a request for that dispute to be referred to arbitration is received by the respondent.
