Summary
Sub-section (1) states that there will normally be one conciliator, unless the parties involved agree to have two or three conciliators instead.
Sub-section (2) provides that when there is more than one conciliator, they should generally work together jointly.

(1) There shall be one conciliator unless the parties agree that there shall be two or three conciliators.
(2) Where there is more than one conciliator, they ought, as a general rule, to act jointly.
