All letters of request, summons, or warrants that come from a contracting state to the Central Government, or that need to be sent from India to a contracting state under this chapter, must be handled in the specific form and manner that the Central Government has officially notified. This means the Central Government decides how these documents are to be transmitted to the other country or sent to the relevant court in India.

Official Text

Every letter of request, summons or warrant, received by the Central Government from, and every letter of request, summons or warrant, to be transmitted to a contracting State under this Chapter shall be transmitted to a contracting State or, as the case may be, sent to the concerned Court in India in such form and in such manner as the Central Government may, by notification, specify in this behalf.
