Summary

A foreign State is allowed to file a lawsuit in any court that has the authority to hear the case. However, this is only permitted if the purpose of the lawsuit is to enforce a private right that belongs to the ruler of that State or to an officer of that State acting in their official capacity.

A foreign State may sue in any competent Court:

Provided that the object of the suit is to enforce a private right vested in the Ruler of such State or in any officer of such State in his public capacity.
