Summary
Sub-section (1) requires the Company Liquidator to maintain proper books in the manner prescribed by the rules. In these books, the Liquidator must record entries or minutes of what happens at meetings, along with any other matters that the prescribed rules specify.
Sub-section (2) gives any creditor or contributory the right to inspect these books, either personally or through an agent. However, this inspection is subject to the control of the Tribunal, meaning the Tribunal can place conditions on or restrict the inspection.

(1) The Company Liquidator shall keep proper books in such manner, as may be prescribed, in which he shall cause entries or minutes to be made of proceedings at meetings and of such other matters as may be prescribed.
(2) Any creditor or contributory may, subject to the control of the Tribunal, inspect any such books, personally or through his agent.
