In this part of the Constitution, the word "State" does not include Jammu and Kashmir. This means that any rule or provision in this part that refers to a "State" does not apply to Jammu and Kashmir.

In this Part, unless the context otherwise requires, the expression “State” does not include the State of Jammu and Kashmir.
