The President can make any arrangement they consider appropriate for carrying out the duties of a state's Governor when a situation arises that is not covered by the rules in this part of the Constitution.

Official Text

The President may make such provision as he thinks fit for the discharge of the functions of the Governor of a State in any contingency not provided for in this Chapter.
