Constitution Section 243Q — Constitution of Municipalities

Part IXA — THE MUNICIPALITIES

Constitutional

Summary

Every state must set up three types of municipal bodies based on the area: a Nagar Panchayat for areas changing from rural to urban, a Municipal Council for smaller urban areas, and a Municipal Corporation for larger urban areas. However, the Governor can declare a specific area an industrial township and decide not to create a municipality there, considering the area’s size and the municipal services already provided or planned by an industrial company. The Governor also decides what counts as a transitional area, smaller urban area, or larger urban area by looking at factors like population, population density, local revenue, percentage of non-agricultural jobs, and economic importance, and announces this through a public notification.
