Summary

Sub-section (1) gives the official name of this law: the Consumer Protection Act, 2019.

Sub-section (2) states that this law applies across the whole of India, except for the State of Jammu and Kashmir.

Sub-section (3) says the law will take effect on a date chosen by the Central Government, which will announce that date through an official notification. The government may set different dates for different states and for different parts of the law. Whenever the law refers to its commencement, it means the date on which that specific provision actually comes into force.

Sub-section (4) provides that, unless the Central Government explicitly says otherwise through a notification, this law applies to all goods and services.

Official Text

(1) This Act may be called the Consumer Protection Act, 2019.

(2) It extends to the whole of India except the State of Jammu and Kashmir.

(3) It shall come into force on such date1 as the Central Government may, by notification, appoint and different dates may be appointed for different States and for different provisions of this Act and any reference in any such provision to the commencement of this Act shall be construed as a reference to the coming into force of that provision.

(4) Save as otherwise expressly provided by the Central Government, by notification, this Act shall apply to all goods and services.
