The Central Government is allowed to create rules, through an official notification, that set out the qualifications needed for someone to be appointed, how they are recruited, the process for their appointment, how long they serve in their role, their pay and benefits, how they can resign, how they can be removed, and any other conditions related to their service. These rules apply to the Chief Commissioner and the Commissioners of the Central Authority.

The Central Government may, by notification, make rules to provide for the qualifications for appointment, method of recruitment, procedure for appointment, term of office, salaries and allowances, resignation, removal and other terms and conditions of the service of the Chief Commissioner and Commissioners of the Central Authority.
