Summary

An order or proceeding of the District Commission, the State Commission, or the National Commission will not be considered invalid just because there is a vacancy among its members or because there is some defect in how the commission was constituted. In other words, a technical issue with the membership or setup of the commission does not, by itself, make its actions void.

No act or proceeding of the District Commission, the State Commission or the National Commission shall be invalid by reason only of the existence of any vacancy amongst its members or any defect in the constitution thereof.
