Summary

Sub-section (1) requires the State Government to set up a consumer mediation cell through an official notification, and this cell must be attached to each District Commission and State Commission in that state.

Sub-section (2) requires the Central Government to set up a consumer mediation cell through an official notification, and this cell must be attached to the National Commission and each of its regional benches.

Sub-section (3) states that the composition of a consumer mediation cell—meaning who will be part of it—will be determined as per the rules prescribed.

Sub-section (4) lists what every consumer mediation cell must maintain. Under clause (a), it must keep a list of empanelled mediators. Under clause (b), it must keep a list of cases handled by the cell. Under clause (c), it must keep a record of proceedings. Under clause (d), it must keep any other information as specified by regulations.

Sub-section (5) requires every consumer mediation cell to submit a quarterly report to the District Commission, State Commission, or the National Commission to which it is attached, and this report must be submitted in the manner specified by regulations.

(1) The State Government shall establish, by notification, a consumer mediation cell to be attached to each of the District Commissions and the State Commissions of that State.

(2) The Central Government shall establish, by notification, a consumer mediation cell to be attached to the National Commission and each of the regional Benches.

(3) A consumer mediation cell shall consist of such persons as may be prescribed.

(4) Every consumer mediation cell shall maintain—

(a) a list of empanelled mediators;

(b) a list of cases handled by the cell;

(c) record of proceeding; and

(d) any other information as may be specified by regulations.

(5) Every consumer mediation cell shall submit a quarterly report to the District Commission, State Commission or the National Commission to which it is attached, in the manner specified by regulations.
