Summary

A court can only take up an offence under sections 88 and 89 if a complaint has been filed by the Central Authority or by an officer that the Central Authority has authorised for this purpose. No other person or body can file such a complaint to trigger court proceedings for these offences.

No cognizance shall be taken by a competent court of any offence under sections 88 and 89 except on a complaint filed by the Central Authority or any officer authorised by it in this behalf.
