Summary

In this Code, whenever the word "act" is used, it also covers illegal omissions—meaning failures to do something that the law requires—unless the surrounding text clearly shows a different meaning is intended.

In every part of this Code, except where a contrary intention appears from the context, words which refer to acts done extend also to illegal omissions.
