Summary

Unless the law says otherwise, when a word is written in the singular form, it also covers the plural form, and when a word is written in the plural form, it also covers the singular form. This means that a single word can refer to one or more things, depending on how it is used in the law.

Unless the contrary appears from the context, words importing the singular number include the plural number, and words importing the plural number include the singular number.
