Imprisonment up to 2 years, or fine up to ₹1,00,000, or both
As the section puts it: “shall be punished with imprisonment for a term which may extend to two years, or with fine which may extend to one lakh rupees, or with both”
Summary
Whoever knowingly creates, publishes, or otherwise makes available an electronic signature certificate for any fraudulent or unlawful purpose can be punished with imprisonment for up to two years, or a fine of up to one lakh rupees, or both.

Whoever knowingly creates, publishes or otherwise makes available a 1[electronic signature] Certificate for any fraudulent or unlawful purpose shall be punished with imprisonment for a term which may extend to two years, or with fine which may extend to one lakh rupees, or with both.
