Summary
This section allows the Central Government to exempt certain types of mechanically propelled vehicles from the rules of this Act. This power is granted to promote innovation, research, and development in vehicular engineering, mechanically propelled vehicles, and transportation in general.
The exemption applies despite anything else in this Act, but it is subject to conditions that the Central Government may prescribe. In other words, the government can set specific terms under which such vehicles are exempted from the Act's provisions.

Notwithstanding anything contained in this Act and subject to such conditions as may be prescribed by the Central Government, in order to promote innovation, research and development in the fields of vehicular engineering, mechanically propelled vehicles and transportation in general, the Central Government may exempt certain types of mechanically propelled vehicles from the application of the provisions of this Act.]
