Summary
Sub-section (1) states that if a person is unhappy with an order made by the registering authority under any of the listed sections (41, 42, 43, 45, 47, 48, 49, 50, 52, 53, 55, or 56), they can appeal against that order. The appeal must be filed within thirty days from the date the person received notice of the order, and it must be made to the prescribed authority.
Sub-section (2) states that the appellate authority (the authority hearing the appeal) must give notice of the appeal to the original authority (the registering authority that made the order). The appellate authority must also give both the original authority and the appellant (the person appealing) an opportunity to be heard, and after that, it can pass whatever orders it thinks fit.

(1) Any person aggrieved by an order of the registering authority under section 41, 42, 43, 45, 47, 48, 49, 50, 52, 53, 55 or 56 may, within thirty days of the date on which he has received notice of such order, appeal against the order to the prescribed authority.]
(2) The appellate authority shall give notice of the appeal to the original authority and after giving an opportunity to the original authority and the appellant to be heard in the appeal pass such orders as it thinks fit.
