CHAPTER V CONTROL OF TRANSPORT VEHICLES

Summary
The Central Government may create a National Transportation Policy, as long as it fits with the goals of this Act. This is done together with the State Governments and other agencies, and the policy is meant to achieve several specific aims.
Under item (i), the policy will set up a planning framework for moving passengers and goods, which transport bodies must follow when they operate.
Under item (ii), the policy will create a medium and long term plan for all types of road transport. It will also identify areas where transport improvement infrastructure can be built across India, after consulting with authorities related to ports, railways, and aviation, as well as with local and State level planning, land holding, and regulatory authorities, so that an integrated multimodal transport system can be delivered.
Under item (iii), the policy will set up the framework for how permits and schemes are granted.
Under item (iv), the policy will establish a strategic approach for road transport and its role as a link to other means of transport.
Under item (v), the policy will identify strategic policies and set priorities for the transport system that deal with current and future challenges.
Under item (vi), the policy will provide medium to long term strategic directions, priorities, and actions.
Under item (vii), the policy will promote competition, innovation, increased capacity, seamless mobility, and greater efficiency in moving goods, livestock, or passengers, as well as economical use of resources.
Under item (viii), the policy will safeguard the interest of the public and promote equity, while also trying to increase private participation and public-private partnership in the transport sector.
Under item (ix), the policy will show an integrated approach to transport and land use planning.
Under item (x), the policy will identify the challenges that the National Transportation Policy aims to address.
Under item (xi), the policy can address any other matter that the Central Government considers relevant.

The Central Government may develop a National Transportation Policy consistent with the objects of this Act in concurrence with the State Governments and other agencies with a view to—
(i) establish a planning framework for passengers and goods transportation within which transport bodies are to operate;
(ii) establish a medium and long term planning framework for all forms of road transport, identify areas for the development of transport improvement infrastructure across India in consultation with the authorities and agencies related to ports, railways and aviation as well as with local and State level planning, land holding and regulatory authorities for the delivery of an integrated multimodal transport system;
(iii) establish the framework of grant of permits and schemes;
(iv) establish strategic policy for transport by road and its role as a link to other means of transport;
(v) identify strategic policies and specify priorities for the transport system that address current and future challenges;
(vi) provide medium to long term strategic directions, priorities and actions;
(vii) promote competition, innovation, increase in capacity, seamless mobility and greater efficiency in transport of goods or livestock or passengers, and economical use of resources;
(viii) safeguard the interest of the public and promote equity, while seeking to enhance private participation and public-private partnership in the transport sector;
(ix) demonstrate an integrated approach to transport and land use planning;
(x) identify the challenges that the National Transportation Policy seeks to address; and
(xi) address any other matter deemed relevant by the Central Government.
