The Union government or a State government can give money or financial help for any public purpose, even if that purpose is not something that the Union Parliament or the State Legislature is allowed to make laws about. This means the government is not limited to spending only on matters it can legislate on.

The Union or a State may make any grants for any public purpose, notwithstanding that the purpose is not one with respect to which Parliament or the Legislature of the State, as the case may be, may make laws.
