Summary
The National Commission can move a complaint from one District Commission to a District Commission in another State, or from one State Commission to another State Commission. This can happen at any point during the proceedings, and it can be done either because the complainant asks for it or because the National Commission decides to do it on its own. The only reason for such a transfer is to serve the interests of justice.

On the application of the complainant or of its own motion, the National Commission may, at any stage of the proceeding, in the interest of justice, transfer any complaint pending before the District Commission of one State to a District Commission of another State or before one State Commission to another State Commission.
