Summary

Sub-section (1) states that, without affecting anything else in the Act, the Central Authority must follow any written directions on questions of policy that the Central Government gives it from time to time, while exercising its powers or performing its functions under the Act. However, before such a direction is given, the Central Authority should, as far as practicable, be given a chance to express its views on the matter.

Sub-section (2) states that the Central Government's decision on whether a particular question is one of policy or not is final.

(1) Without prejudice to the foregoing provisions of this Act, the Central Authority, shall, in exercise of its powers or the performance of its functions under this Act, be bound by such directions on questions of policy, as the Central Government may give in writing to it from time to time:

Provided that the Central Authority shall, as far as practicable, be given an opportunity to express its views before any direction is given under this sub-section.

(2) The decision of the Central Government whether a question is one of policy or not shall be final.
