Summary

The Central Government is allowed to create rules about security procedures and practices, but only for the purposes of sections 14 and 15 of this Act.

When making these security rules, the Central Government must consider the commercial circumstances, the nature of the transactions involved, and any other related factors it thinks are appropriate.

The Central Government may, for the purposes of sections 14 and 15, prescribe the security procedures and practices:

Provided that in prescribing such security procedures and practices, the Central Government shall have regard to the commercial circumstances, nature of transactions and such other related factors as it may consider appropriate.]
