Summary
The Central Government is allowed to create rules for the design, construction, and maintenance standards of National highways.
Under clause (b), the Central Government may make rules about other factors that a Court must consider under sub-section (3) of section 198A.
Under clause (c), the Central Government may make rules on any other matter that is required to be prescribed by the Central Government under the Act.

The Central Government may make rules forβ
(a) design, construction and maintenance standards for National highways;
(b) such other factors as may be taken into account by the Court under sub-section (3) of section 198A;
(c) any other matter which is, or has to be, prescribed by the Central Government.
