Summary
Sub-section (1) requires the Central Government to maintain a National Register of Driving Licences, and the specific format and method for doing so will be set out in rules prescribed by the government.
Sub-section (2) states that all State Registers of Driving Licences will be merged into the National Register, and this merger will happen by a date that the Central Government will officially announce.
Sub-section (3) says that no driving licence issued or renewed under this Act will be considered valid unless it has been given a unique driving licence number from the National Register.
Sub-section (4) requires all State Governments and licensing authorities to send all information, including the data contained in the State Register of Driving Licences, to the Central Government in the form and manner that the Central Government prescribes.
Sub-section (5) gives State Governments the right to access the National Register and update their own records, but they must do so in the manner prescribed by the Central Government.

(1) The Central Government shall maintain a National Register of Driving Licences in such form and manner as may be prescribed.
(2) All State Registers of Driving Licences shall be subsumed under the National Register of Driving Licences by a date to be notified by the Central Government.
(3) No driving licence issued, or renewed, under this Act shall be valid unless it has been issued a unique driving licence number under the National Register of Driving Licences.
(4) All State Governments and licensing authorities under this Act shall transmit all information including contained data in the State Register of Driving Licences in such form and manner as may be prescribed by the Central Government.
(5) The State Governments shall be entitled to access the National Register and update their records in such manner as may be prescribed by the Central Government.] 2[
