Summary
If the person who must pay or accept a negotiable instrument has no known workplace or permanent home, and the instrument itself does not state a place for payment or acceptance, you can hand the instrument to that person directly, wherever you happen to find them.

If the maker, drawee or acceptor of a negotiable instrument has no known place of business or fixed residence, and no place is specified in the instrument for presentment for acceptance or payment such presentment may be made to him in person wherever he can be found.
